Does/can A Solar Cell Battery Charger Extend The Life Of A Car Battery?

or does it shorten the life by constantly topping it off?
I understand that if you always charge the phone battery to full without draining completely, it sort of gains a memory if you will. now, will installing one of these help a newer battery or hinder, and will it help to extend the life of a failing (older) battery or cause an earlier demise?
